1. Variations to the Secondary Principals’ Collective Agreement

A variation to the Secondary Principals’ Collective Agreement was ratified on 27 October 2023.

Principals covered by this agreement, or the latest individual employment agreement (IEA), will be paid on the new rates from pay period 18, pay day 28 November.

All principals employed as at 1 December 2023, who are covered by this agreement or the 2022 IEA, will receive a one-off lump sum payment of $1,500 in pay period 19, pay day 12 December 2023. This payment will be pro-rated for part-time principals based on their full-time teacher equivalent on 1 December 2023.

2. End of Year key dates

22 November

End of Year closes at 5pm

12 December

Main pay day for pay period 19 – lump sum holiday pay is paid for:

  • term-time only employees
  • timesheet only employees
  • returning teachers who started after 7 February 2023 and therefore didn’t pass the full-year test.

13 December

Last day to submit forms so they are included in pay period 20.

Last day to submit changes in EdPay that can create a ticket e.g terminating roles or pay details changes, so they are included in pay period 20.

15 December

Second pay day for pay period 19: 

  • termination pay is paid for employees whose roles were terminated on or before 12 December 2023
  • out of cycle payments.

5pm, 19 December

Last day to submit EdPay changes that process immediately e.g. leave and timesheets, so they are included in pay period 20.

22 December

Main pay day for pay period 20:

  • public holidays are paid out for eligible timesheet only employees
  • termination pay is paid for employees whose roles were terminated on or before 26 December 2023.

29 December

Second pay day for pay period 20 – out of cycle payments.

To help with End of Year processing, our phones will stay open for longer until 22 November. They will be open from:

  • 9am–4pm from 17–21 November, and
  • 8.30am–5pm on Wednesday 22 November.

3. Please ensure your records for IEA employees are up-to-date by 30 November

Pay period 19 will include additional payments and rate changes for employees in the sectors listed below.

For people on IEAs, the employees and employer need to have signed the latest IEA by the date specified in each agreement, to receive payments due under these agreements.

For EPL to pay the lump sums in pay period 19, we need to be notified by 30 November that they have signed the new IEA.

You can let us know by updating the IEA change screen in EdPay, or by sending an EP22 form for agreements that are not listed on the IEA change screen.

4. Upcoming payments and changes in pay period 19

These are the additional payments and changes occurring in pay period 19, pay day 12 December. 

Primary principals (PPCBU)

  • Primary principals on the PPCBU Collective Agreement or IEA will be paid the new rates as per the 1 December 2023 increase.
  • $500 payment to all primary principals on the PPCBU Collective Agreement or IEA who were employed as at 1 December 2023 (pro-rated for part-time).

Primary principals (NZEI)

  • $1,000 payment to union members bound by the Primary Principals’ (NZEI) Collective Agreement as at 1 December 2023 (pro-rated for part-time).

Area school principals

  • $1,000 payment to union members who were bound by the Area School Principals’ Collective Agreement as at 1 December 2023 (pro-rated for part-time).

Area school teachers

  • $5,000 payment to non-union teachers, where the teacher and principal have signed the IEA and updated the IEA Change Screen in EdPay before 30 November.

Secondary principals

  • Principals on the Secondary Principals’ Collective Agreement or IEA will be paid the new rates as per the 1 December 2023 increase.
  • $1,500 payment to all on the Secondary Principals’ Collective Agreement or IEA who were employed as at 1 December 2023 (pro-rated for part time).

Te Aho o Te Kura Pounamu early childhood teachers

  • Teachers on Te Aho o Te Kura Pounamu Early Childhood Teachers’ Collective Agreement will be paid the new rates as per the 1 December 2023 increase.
  • $500 payment to teachers, head teachers and senior teachers on the Te Aho o Te Kura Pounamu Early Childhood Teachers’ Collective Agreement who were employed as at 1 December 2023 (pro-rated for part time and casual staff). 


Te Aho o Te Kura Pounamu specialist and support staff

  • Support staff on the Te Aho o Te Kura Pounamu Specialist and Support Collective Agreement will be paid the new rates as per the 1 December 2023 increase.
  • $500 payment to those on the Te Aho o Te Kura Pounamu Specialist and Support Collective Agreement who were employed as at 1 December 2023 (pro-rated for part-time and casual staff).

Specialist residential schools

  • Non-teaching employees (as specified in the agreement) on the Specialist Residential Schools’ Collective Agreement or IEA will be paid the new rates as per the 11 December 2023 increase.
  • $500 payment to those on the Specialist Residential Schools’ Collective Agreement or IEA who were employed as at 1 December 2023 (pro-rated for part-time).

Support staff

  • Support Staff in Schools’ Collective Agreement or IEA will be paid on the new rates effective from 1 December 2023 as per the variation. This does not include the backdated rates – these will be paid in 2024.
  • $500 payment to those on the Support Staff in Schools’ Collective Agreement and IEA who were employed as at 1 December 2023 (pro-rated for part-time and casual staff).

Kaiārahi i te Reo and therapists

  • Employees on the Kaiārahi i te Reo and Therapists’ Collective Agreement and IEA will be paid on the new rates effective from 1 December 2023 as per the variation.  This does not include the backdated rates – these will be paid in 2024.
  • $500 payment to those on the Kaiārahi i te Reo and Therapists’ Collective Agreement and IEA who were employed as at 1 December 2023 (pro-rated for part-time and casual staff).

School caretakers, cleaners, canteen and ground staff

  • $500 payment to those on the School Caretakers’, Cleaners’, Canteen and Ground Staff Collective Agreement or IEA who were employed as at 1 December 2023 (pro-rated for part-time and casual staff).

Community education

  • Employees on the Community Education Collective Agreement will be paid the new rates as per the 1 December 2023 increase.
  • $500 payment to all on the Community Education Collective Agreement or IEA who were employed as at 1 December 2023 (pro-rated for part-time).

Secondary and area school ground staff

  • $500 payment to all secondary and area school ground staff on the IEA who were employed as at 1 December 2023 (pro-rated for part-time).

4. Administration support staff and teacher aide amendment of annual rates

The Administration Support Staff in Schools Pay Equity Claim Settlement and the Teacher Aide Pay Equity Claim Settlement were implemented with the same hourly rate for all employees. 

The Ministry of Education has agreed that employees who are on a 37.5 hour per week full-time annual agreement should receive the same annual salary as a 40 hour per week full-time employee (as they did before the settlement was reached).

We will be paying these new rates to employees on 37.5 hour per week full-time agreements from pay period 18, backdated to the effective date of the respective pay equity settlement agreement.

Holiday pay and termination pay will be recalculated according to the new rates in pay periods 19 and 20:

28 November

Pay day for pay period 18:

  • administration support staff will be paid the new rates backdated to 20 August 2021 (the date the terms of the agreement were first applied to their pay)
  • teacher aides will be paid the new rates backdated to 12 February 2020 (the date the terms of the agreement were first applied to their pay).

12 December

Pay day for pay period 19:

  • holiday pay will be recalculated for these employees based on the new rates for term break 4 2020, 2021 and 2022, and top-ups will be paid.

22 December

Pay day for pay period 20:

  • termination pay will be recalculated based on the new rates for administration support staff whose jobs ended (were terminated) after 20 August 2021 and for teacher aides whose jobs ended after 12 February 2020, and top-ups will be paid.

5. Sick leave deductions for weekends for teachers and principals

New sick leave conditions and entitlements were introduced in the latest collective agreements and IEAs for all teachers and principals.

A key change is that when sick leave is booked, only the days a school is open for instruction will be deducted from an employee’s sick leave balance.

For teachers and principals on the latest agreements, EdPay will automatically disregard any weekends and public holidays from a period of sick leave that is booked.

This change came into effect:

  • from 3 July 2022 for secondary teachers
  • from 1 December 2022 for secondary principals and primary principals on the PPCBU agreement
  • from 3 July 2023 for primary teachers, area teachers, area principals and primary principals on the NZEI agreement.

Sick leave that was booked between the time this change came into effect until 21 November (the date the technical solution will be put in place) that included deduction for a weekend, will be credited back to the teacher’s or principal’s leave balance. Because of this, some employees may notice an increase in their sick leave balance on their payslip in pay period 19, pay day 12 December.

There is nothing schools need to do.

For teaching employees on older agreements, there are no changes taking place to sick leave bookings or entitlements.

There will be more changes to improve sick leave entitlements for teachers and principals coming into effect from 28 January 2024.

6. Anticipated sick leave must now be booked on an EP12 form

Sick leave entitlements for teachers and principals are changing from 28 January 2024, and new entitlements will be replacing the need for anticipated sick leave for some agreements.
In preparation for this, we are removing anticipated sick leave from EdPay, and this will now need to be requested by sending an EP12 Leave booking form.
