11AP - Changes to the 11AP allowance for secondary and area school part-time teachers
Next year there will be changes to how some part-time teachers are paid. Previously, an 11.11% salary loading (11AP allowance) was added and paid automatically for all part-time teachers at area and secondary schools.
The Secondary Teachers’ Collective Agreement 2022-2025 and the Area School Teachers’ Collective Agreement 2023-2025 included changes to how part-time teachers are paid and their entitlement to non-contact time.
What is changing
Instead of receiving the 11AP allowance, some part-time teachers’ full-time teacher equivalent (FTTE) hours will increase by 11.11%.
This will affect part-time teachers who are:
- employed permanently or for a fixed term that continues beyond 28 January 2025, and
- either at secondary schools, or at area schools where they teach year 7-13 for 80% or more of their teaching time.
What schools need to do
You will need to increase some part-time teachers’ hours by 11.11% by the start of the 2025 school year. The effective date of the change is 28 January 2025.
Not all employees will need their hours increased by the school. For example, permanent part-time teachers in secondary schools will have their FTTE increased automatically and some employees will continue to receive the 11AP allowance.
Please use the action table to determine what action you need to take for each part-time teacher at your school.

The action you need to take depends on each teacher’s employment type and agreement. Please use the table and your employee spreadsheet to determine what you need to do for each part-time teacher.
Secondary part-time teachers
Secondary part-time teachers who are: |

Education Payroll will increase these employees’ hours by 11.11% automatically, effective from 28/01/2025 and end the 11AP allowance on 27/01/2025.

These employees still automatically receive the 11AP allowance. You don’t need to increase their hours.

These teachers will still receive the 11AP allowance, but schools will need to manually add it.
Restart the employee in the Start of Year screen.
Add the 11AP allowance to the employee in the Allowance Entitlements section of EdPay (start date 28/01/25).

New employees
For new part-time area school employees, we have added a field to the New hire / Onboarding screens: “Is the employee eligible for 11% salary loading?”

For all 2024 contracts, select yes. For 2025 contracts, select no if teacher teaches yr 7-13 for 80% or more of their teaching time.
